Conditions specify when a skill can run. The conditions tag on a skill will run conditions in order. If all pass, the actions and subskills on the skill run. If any fail, the skills defined in onFail will run.

Specifies a percent chance for this skill to run on each trigger

chance: 0.5


Specifies a cooldown for this skill, the same target will not be able to run it again until the cooldown is over. Optionally, can specify a display name for players to see in hotbars, etc...
